Finance Roles

The Accountant at District level’s duties on financial management issues at the District offices and schools in general are as follows;

  1. Advising heads of schools on financial matters in line with the Education Act, Public Finance Management Act, Treasury Instructions, Statutory Instruments and Policy Circulars issued by the Ministry from time to time;
  2. Monitoring and supervising of school accounts for 19 government schools and 27 non-government schools (a total of 46 schools)
  3. Supervision of accounting systems and management of funds in schools: – School Service Fund, General Purpose Fund, School Development Fund and School Improvement Grant
  4. Conducting staff development workshops for heads, deputies, accounting assistants and administrative assistants on financial management issues
  5. Preparation and submission of statutory returns and acquittals to Provincial offices; Better Schools Programme (Zimbabwe) [B.S.P.(Z)], School Improvement Grant, Global Partnership for Education, School Service Fund, General Purpose Fund and School Development Fund
  6. Handling of all District office finances including School Improvement Grant (SIG), Global Partnership for Education (GPE), Better Schools Programme Zimbabwe
  7. Financial Advisor to the District Schools Inspector on Financial policies/regulation and administration
  8. Processing payment vouchers for the District Offices
  9. Maintenance of financial records: petty cash book, cash book, schedules and bank reconciliation at District Office
  10. Receipting and banking all monies received
  11. Budget preparation of District Funds and control of funds
  12. Due diligence on all school budgets and vetting of school fees/levies, increase/decrease applications before submission to Provincial offices
  13. Monitoring the application of per capita and tuition grants and submissions of utilization returns
  14. Verification of Travelling and Subsistence claims for submission to the Provincial offices
  15. A signatory to the district’s semi official bank account and SIG/GPE bank accounts
